Le Conseil d'Etat vient de rendre sa décision en demandant au CSA de revoir les candidatures déposées en 2006 pour la fréquence 88.4 FM sur la zone de Corbeil.
Le CSA a maintenant 3 mois pour attribuer la fréquence 88.4FM à l'un des opérateurs ayant postulé en octobre 2006.
Nous avons donc été invité à transmettre des pièces complémentaires à notre dossier d'origine. Nous espérons un choix juste et équitable de la part du CSA même si la tache s'avère difficile pour le conseil. Nous souhaitons, d'ailleurs, bonne chance à toutes les radios associatives qui ont déposé un dossier de candidature pour un programme d'intérêt social de proximité.
Radio Maryse Bastié, appelle à la mobilisation des amoureux et passionnés de la radio libre, du mouvement et du fait associatif, pour la liberté d’expression, citoyenne, des acteurs de la vie sociale et culturelle.
Après la coupure non volontaire de notre émetteur, nous avons à cœur de revenir dans le paysage radiophonique de l’Essonne, afin de vous offrir des programmes de qualité fait pour vous et par vous.
Radio Maryse Bastié, tient à remercier toutes les personnes qui se sont mobilisées et qui se mobilisent à l’heure actuelle pour que vive cette radio associative. Radio Maryse Bastié, c’est l’aventure humaine d’un média local fait par vous et pour vous.
Radio Maryse Bastié (RMB) existe depuis deux ans comme service de radiodiffusion sur la fréquence 88.4 de la bande FM en Essonne. Cette radio associative, portée par la MJC Centre social Maryse Bastié de la ville de Viry-Châtillon, a pour vocation d’être un outil citoyen d’expression, social et culturel accessible à tous. La radio, après dépôt de candidature, a été autorisée à émettre par le Conseil supérieur de l’audiovisuel le 24 juillet 2007.
Depuis le 22 novembre 2007, date d’émission officielle, RMB diffuse un programme d’informations locales d’intérêt social de proximité accompagné d’une programmation musicale éclectique. Radio Maryse Bastié, « la radio libre comme l’air », est partenaire de plusieurs structures associatives, municipales et d’institutions œuvrant comme un relais d’expression et d’information dans une démarche de citoyenneté en Essonne. Une vingtaine d’émissions programmées par semaine, réalisées par une quarantaine de bénévoles, habitants du nord de l’Essonne et d’ailleurs, de tous âges, de cultures et d’histoires différentes. Notre radio est devenue en deux ans un média très sollicité par ces citoyens qui agissent pour la diffusion de l’information et la culture au niveau local.
Ces bénévoles prennent sur leur temps libre toutes les semaines afin d’informer les citoyens des alentours et de leur faire découvrir la diversité musicale, l’histoire locale, le cinéma, le théâtre, le développement durable. Outre des émissions organisées autour de grands débats de société qui participent à la vie de la cité, Radio Maryse Bastié a mis au point un programme pédagogique et éducatif à destination des enfants. Ce programme a pour objectif non seulement d’améliorer la prise de parole, devenue déterminante dans la réussite scolaire et l’insertion professionnelle, mais aussi de former les citoyens de demain, ce qui est l’un des fondements de l’éducation populaire.
Radio Maryse Bastié est aussi un acteur de l’insertion sociale reconnu dans le département de l’Essonne, en action conventionnée avec les missions locales Nord-Essonne, les services de la Direction de l’insertion, des luttes contre les exclusions et pour l’emploi du conseil général de l’Essonne, le chantier d’insertion LASER et la politique de la ville. Elle est également partenaire du Plan local pour l’insertion et l’emploi Nord-Essonne, des Maisons de l’emploi et de la formation, des CCAS, des MDS, des pôles emploi, des RLA, des PAA de notre Bassin de vie (Viry, Grigny, Juvisy, Athis, Draveil, Savigny), du Centre de ressources politique de la ville et de la Caisse d’allocations familiales.
Malgré tout ce travail de proximité, une décision du Conseil d’Etat vient d’annuler notre autorisation d’émettre du CSA. En effet, il semblerait qu’une faille juridique laissée par le CSA lors de la procédure d’appel à candidature de 2007 a permis à Radio Horizon, candidate sur la fréquence 88.4 en FM, de porter recours au Conseil d’Etat. C’est donc un problème de procédure, dont nous ne sommes pas responsables, qui est à l’origine de cette décision. Celle-ci a eu pour conséquence grave, l’extinction de l’émetteur de Radio Maryse Bastié.
Perdre cet outil, vecteur de lien social, aurait des conséquences néfastes sur l’épanouissement et l’espoir de la population, en termes de recherche de nouvelles perspectives personnelles et professionnelles, de diffusion de l’information sociale et culturelle, de valorisation et de soutien aux associations, à la diversité, au pluralisme, et de participation à un projet collectif.
Un nouvel appel à candidature va être émis par le Conseil supérieur de l’audiovisuel dans quelques mois. RMB sera évidemment candidate pour récupérer sa fréquence du 88.4 FM. Pour mettre toutes les chances de notre côté et remporter une seconde fois cet appel, nous avons besoin de vous et de votre soutien pour appuyer notre candidature.
